Job Description

Duties & Responsibilities:

ESSENTIAL:

  • Prepares goal calculations used in establishing DBE/SBE goals and identifies the capability of small business firms that can perform specific tasks based on the scope of work by project based on Disadvantage, Small, Minorities or Women owned certified directories. 
  • Meet and works with internal stakeholders to ensure DBE and SBE goals are set and attained. 
  • Participates in DBE/SBE outreach programs including small business forums, trade shows, workshops and other marketing and development activities and attend various organizational (Hispanic, Black, Asian Chambers of Commerce, Conference of Minority Transportation Officials, etc) and agencies (City and County of Denver, Colorado Department of Transportation, etc) outreach events to communicate the  latest information related to RTD’s upcoming contracting opportunities and/or available training seminars open to the public.  
  • Attends pre-bid, bid opening, pre-construction, bids or proposals evaluation and Kick-off meetings and other project-related meetings to explain DBE and SBE programs and minority and female manpower requirements. 
  • Analyzes monthly compliance reporting documents from prime contractors and subcontractors. 
  • Manage, analyze, assess, monitor, enforce and review contracts and associated data for compliance relating to the following aspects for small and disadvantaged business (DBE/SBE) participation on RTD bids and projects:  compliance with federal regulations 49 CFR 26 and the monitoring of payment progress, retention payments, DBE and/or SBE goal attainment, prompt payment resolution, contract closeout, and the analysis of documentation substantiating prompt payment. 
  • Work and update monthly DBE/SBE participation reports in terms of audits, payments to Prime and to DBEs/SBEs, and meetings or main compliance processes attained.
  • Ensure proposer compliance with Davis Bacon Act and RTD Labor Compliance Requirements, reviewing monitoring and enforcing labor compliance with Federal Regulation 29 CFR 5, conducting field interviews with employees, investigate labor related issues, encourage and facilitate conflict resolution between employees, employers, prime contractor and RTD, perform monthly analysis of the reporting of field interviews performed, monitor the accurate and prompt payment of wages to employees on Federally funded projects.
  • Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.

Qualifications:

  • Bachelor’s degree in Business Administration, Public Management, Finance, Accounting, Engineering or related field.
  • A minimum of three years of experience working in contract compliance or DBE or SBE Certification Programs or DBE/SBE related programs.
  • Proficiency in federal, state and local laws and regulations pertaining to minority/women business enterprise, small business development and procurement programs.
  • Proficiency in tax laws, business structure, financial analysis and basic construction processes.
  • Proficiency in Davis Bacon compliance.
  • Proficiency in contractual policies, practices, procedures and terminology.
  • Proficiency in governmental procurement policies, procedures and legal requirements.
  • Excellent customer service skills.
  • Proficiency in Microsoft Office Suite.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing.
  • Ability to use sound judgment and maintain the strictest of confidentiality.
